as a permanent member of the United Nations’ Security Council and
the fact that the idea has provoked a great deal of debate in the
past several years. Nobody doubts that the immense population
that India encompasses does not present a major consideration in
terms of how security policy should be formulated. As one of the
founding members of the United Nations, India has been a firm
supporter of the organization’s larger goals and has made
significant contributions to the furtherance and implementation
of its specialized programs, especially in terms of nations’
struggle against colonialism and apartheid, as well as the
creation of a more equitable international economic order. In
April 2000, Great Britain, France, and the U.S. voiced their
